Mom's been bedbound for years can't walk without falling been hospitalized 44 times in 6 years for other comorbities I want to suggest palliative or hospice, no hope left I know she has reached her limit, no one else agrees

We self referred twice to hospice. You pick up the phone and call them and an RN came out and talked to Mom and us. The RN pulled Mom's medical records from Mom's PCP. Both times Mom was admitted to hospice.

It doesn't matter if "no one else agrees" as this is a decision that your mom can make herself if she's in agreement that there's "no hope left."
You can call the hospice agency of yours and your moms choice and have them come out to do an assessment to see if in fact she qualifies for their help, and take things from there.

If you mean by no one the facility staff, thats not their choice. If Mom is competent, she can request hospice. If you are her POA, you can request hospice. You can call them in for a consultation. They may have to get permission from the facility to come onto the property. But I would think you have a right to consult with them.
